During the second half of 1932, the government adopted a number of laws that laid down the legal framework for the committing of genocide. The law of August 7, 1932, "protected" the property expropriated by the state from former owners - peasants. All property in collective farms was considered to be the state property. The law was actively used during the harvest and grain withdrawal in 1932 and provided severe punishment even 5 ears of grain being cut - 10 years imprisonment in concentration camps or execution.
With the beginning of the work of the special grain procurement commission in Ukraine, headed by Vyacheslav Molotov, the head of Soviet Union government, arrests and executions have become widespread. In the implementation of the genocide were actively involved different justice institutions , court and prosecutors who in accelerated mode accused, considered the case and sentenced the peasants.
An important role in committing the Holodomor belonged to punitive organs. On November 24, 1932, Vsevolod Balytsky was appointed as a representative of the Joint State Political Directorate. Already in December he headed the State Political Doctorate of the Ukrainian SSR, which consisted mainly of non-Ukrainians (there was no ethnic Ukrainians in the leadership at all). Under the governance of Balitsky, the Chekist authorities in Ukraine were strengthened as bodies of the communist dictatorship and turned into political police. State Political Directorate controlled all spheres of society.
