The World has known

The Soviet authorities proclaimed a famine in Ukraine as a non-existent phenomenon and declined the assistance offered by numerous non-governmental organizations, in particular by the foreign Ukrainian communities.

About the extermination of Ukrainians by the Soviet regime, the world was informed thanks to the foreign correspondents, which traveled through the territory of Ukraine and Kuban. After the public disclosure of the massive famine in Ukraine by the decree from February 23, 1933, the government forbade to move around the territory of the USSR without the permission of the Soviet secret services.

Other sources of information for European countries were letters and reports of their embassies and consulates in the USSR. Moreover, all diplomatic reports were concentrated mainly on hunger in Ukraine and on the North Caucasus. The authors of the reports indicated estimates of human losses and emphasized that the famine in Ukraine was artificially created in order to enslave the Ukrainian nation by destroying it.
